SANTO DOMINGO. - After months of delays work resumed in the Luperon Bay tourism project Atlantica, on the Dominican north coast, where workers and equipment level the s for the country's and the Caribbean's most ambitious residential complex will be built.


Announced in 2004, construction of the project in Puerto Plata province will cost some US$1.8 billion and will be built on some 15 million square meters of in breathtaking Luperon Bay.


The inhabitants expect the project to jump start the area's tourism development, though the zone's numerous mangrove swamps has prevented the developers from accelerating the construction.


Before this natural situation, the Environment Ministry's director in the North zone Roberto Gomez said that until the developers plant the required number of mangrove trees and submit their plans, they can neither cut the mangroves nor proceed with construction in those areas.


The Dominican tycoon Elena Viyella - then Atlantica's executive director and major stakeholder - announced the project in October, 2004, and pulled out months later.
